1/2 #MadlangaCommission [COVID TENDER] On 12 January 2021, Mr Sayed had asked Major General Khan who he should approach to get a contract to supply SAPS with SAPS branded masks.
• Major General Khan replied at 13h06 and 13h07 by asking for prices and samples and stated “I am gonna see someone tomorrow night who is the possible guy to make it happen.”
• At 13h08, Mr Sayed sent through his pricelist.
• At 20h34, Major General Khan messaged Mr Sayed to confirm that he had received the samples.
• On 5 June 2021, Mr Sayed messaged General Khan (apparently in relation to his proposed Covid mask contract) asking him to ask “Fanie what name was the transversal contracts saved under?”. The reference to “Fanie” appears to be a reference to now suspended SAPS Divisional Commissioner of Supply Chain Management Lieutenant General (Dr) Molefe Isaac Fani, who has recently been suspended from his position in charge of procurement at SAPS. At the time, he was still employed by National Treasury where he had responsibilities relating to Covid procurement.
• On 7 June 2021, Mr Sayed forwarded to Major General Khan a series of photographs and videos of a warehouse which he proposed to rent to National Treasury. At 11h18:57 he explained that he could rent the premises to National Treasury and at 12h08:28 he gave details of the warehouse and office space available.
• On 7 July 2021, Mr Sayed sent Major General Khan a message asking him to check with Lieutenant General Fani how many test kits he was looking at ordering for the different government departments because Carnilinx Industries had received approval to distribute test kits.
• On 20 July 2021, Mr Sayed messaged Major General Khan saying that they would discuss the PPE with Pilot (ie Leiutenant General Fani) without “Josie” (one of their business partners on several of their proposed public sector contracts).
• On 26 July 2021, Major General Khan sent Mr Sayed, an extract from the Treasury Instruction on Covid procurement and a picture of a screen detailing the numbers of masks required by different sections of SAPS.
• For over a week from 2 August 2021, Mr Sayed repeatedly urged Major General Khan to pressurise Lieutenant General Fani and “Gen 1” who appears to have been a General in SAPS procurement to give him orders for masks and General Khan responded to his entreaties.
