The budget has unlawful language in it.

Creating a State Climate Office.

Advancing RGGI policy.

Building a marijuana marketplace.

None of these are appropriations. They’re public policy.

If Democrats wanted these programs, they should have passed them as stand-alone laws—not buried them in a 600-page budget.

The Virginia Constitution does not authorize legislating through the budget process. Laws belong in the Code. Spending belongs in the budget. The law changes are blatant Constitutional violations.

Every permanent change to the Code passed in the budget is subject to challenge as being illegally passed. I’m ready to fight if someone can fund the challenges.

Democrats have to be stopped in the courts. Letting them do whatever they want cannot stand.
