There's a different between having dynamic scaling that Tenshi No uta has that you don't need to grind as much. Then skipping the open-world for the story, and they will automatically raise the recommended level in FF7 Revelation. This IS for the modern audience and is fine
No matter how you feel about this, it's not "for the modern audience" - unless the "modern audience" existed back in 1991. Tenshi No Uta on the SNES gave EXP at checkpoints to ensure you were the proper level and wouldn't have to grind. This has been going on for a long time.
Naoki Hamaguchi says FF7 Revelation will have an option at a certain point in the game to automatically raise your characters level to to recommended level to progress for those that only want to play the main story.
He says he got a lot of feedback from players only wanting to play the main story in Rebirth and skip the side content, that they were under leveled and struggled.
He says he wants players who want to skip the open-world experience to have a similar linear story driven experience to FF7 Remake so they will include an option that pops up at a certain point asking "Do you want to automatically raise the level to the recommended level?"
He says players that don't want to explore the open world and just want to play the main story can select the option to automatically adjust the level.

For what it's worth, Wada probably isn't lying about the "cut" original Yosuke Romance just being debug voice lines.
There's zero code, dialogue, or text in the game files beyond those few audio files. There is no "full and ready to go cut romance" like so many people have said, it's just not real.
Atlus USA wouldn't discriminate between used/unused, which is how you got it dubbed in both languages. You can corroborate this by looking at the many unused dialogues and system messages which were also translated.
As for the Yosuke "break" dialogue with Yukiko, most datamines point to "Jealousy" having been a mechanic for the Investigation Team's trust of eachother, not the Protagonist's relationship with romance partners.
My initial theories were either "it's debug" or "it worked like FES/was forced". If Atlus thinks it's debug, that's probably correct.
P-Studio's Kazuhisa Wada mentions Yosuke Romance for Persona 4 Revival again, says Adachi was included under the "We'd have to do all of them" reasoning
The datamined P4 voicelines are insinuated to be debug voicelines, and not a planned/cut romance in the original game. Despite that, Wada is still encouraging fans to use their own imagination and interpret things however they wish.
