Costco wanted to build a new store in South Central Los Angeles. LA’s approval process said: years of hearings, reviews, and a possible last minute no.
So Costco found a loophole.
Mixed-use projects (housing + retail) get automatic approval if they meet state rules.
So Costco stacked housing on top of the store.
The result:
• ~800 studio apartments
• ~470,000 sq ft of residential space
• 25% Section 8
• Prefab units shipped in to cut labor costs
• Union labor only for final on-site assembly
• Gym, pool, amenities
Families won’t fit. But if you’re young, broke, and trying to survive LA… this might actually work.
Oh, and Costco is downstairs.
So what is this? A dystopian corporate housing future… or the smartest housing hack America’s built in decades?
Kurt Warner shares the lesson that changed his entire career and it applies to everything.
