Demas Kiprono: The Bill purports to be enforcing consumer rights, but when you are telling internet service providers to give a unique meter that is attached to your name, number & gender, and then ask the ISP to further sow that data in a way that is readable to them, it means that they want to be able to access the content in which a person's activity is about.
