Today, we brought together Development Partners and Civil Society Organisations to ask a critical question: How do we protect the gains of 14 years of devolution and make the fourth cycle even stronger?

For FY 2026/27, our partnership agenda is simple yet comprehensive: to strengthen County institutions, modernise data systems, review our legal and policy frameworks, deepen accountability and citizen participation, and build stronger disaster and climate resilience.

Our partners reaffirmed their commitment to supporting devolution, with a strong call for better coordination, greater alignment with county priorities and ensuring that support reaches communities where it matters most.

As we prepare for the next phase of devolution, our shared priority is clear: protect the gains made over the past 14 years, ensure continuity of county services and build stronger, more responsive County Governments.

I appreciate our Development Partners and CSOs for their continued partnership and look forward to working together to make the fourth cycle of devolution stronger and more effective.

The 13th National and County Governments Coordinating Summit Chaired by the President H.E William Ruto provided an important platform for the two levels of government to address priority issues affecting the delivery of services to Kenyans.

The Council of Governors called for urgent action on the implementation and financing of transferred functions, the operationalisation of the Intergovernmental Relations (Amendment) Bill, and resolution of outstanding challenges affecting County human resource and payroll systems.

COG also highlighted the need for stronger coordination in addressing counterfeit alcohol and substance abuse, peace and security, and preparedness for the expected El Niño rains to protect lives, livelihoods and critical infrastructure.

Through the Summit and established sector forums, the two levels of Government must ensure that resolutions move beyond commitments and translate into tangible action that improves the lives of the people we serve.

The Council of Governors Chair of the Water, Forestry & Natural Resources Committee H.E Joshua Irungu today met with the Cabinet Secretary for Water, Sanitation and Irrigation Hon. Eng. Eric Mugaa to strengthen collaboration and coordination between the National and County Governments in the water sector.

The meeting considered the resolutions of the Intergovernmental Water Sector Steering Committee (WASCOM), which have now been formally signed, providing an agreed framework for addressing priority issues and strengthening intergovernmental coordination.

Going forward, the two levels of government will work together to speed up decisions and projects in the water sector, resolve challenges faster and improve coordination and ultimately ensuring more Kenyans have reliable access to safe water and sanitation services.

The Council of Governors, led by its Chairperson, FCPA @HEAhmedJiir, today held a consultative meeting with the Salaries and Remuneration Commission (@srckenya), led by its Chairperson Sammy Chepkwony, to deliberate on the county wage bill and critical issues affecting County Governments.

The meeting focused on among others, harmonising approaches to remuneration and ensuring that county wage bills remain within sustainable levels without compromising the delivery of essential services to citizens.

The Council of Governors remains committed to working in consultation and collaboration with the SRC and other stakeholders to develop amicable and sustainable measures that will safeguard county finances, protect service delivery and ensure that resources are directed where they matter most.

Today, the Council of Governors hosted a high-level delegation from the Kingdom of Lesotho, led by Hon. Dr. Retselisitsoe Matlanyane, Minister of Finance and Development Planning, on a study visit to learn from Kenya’s experience with fiscal decentralisation.

Kenya has become a point of reference for countries seeking to design and strengthen devolved systems of governance. Through the Constitution and the institutions it established, Kenya offers a practical benchmark on how fiscal powers, intergovernmental transfers, county revenue, planning and budgeting can be anchored within a devolved system.

The discussions provided an honest exchange on both the progress made and the challenges that remain, including delays in intergovernmental transfers, pending bills, incomplete additional allocations and wage bill pressures.

As Lesotho advances its draft decentralisation law, the Council of Governors continues to serve as a learning hub where countries can draw practical lessons from Kenya’s experience.

Kenya’s devolution journey is not only transforming governance at home; it is providing lessons, insights and a reference point for countries across Africa and beyond seeking to build resilient, accountable and effective devolved systems.

Today Governors joined H.E. the Deputy President Prof. Kithure Kindiki for a high-level consultative meeting to fast-track the commissioning and operationalisation of the first cohort of 8 County Aggregation and Industrial Parks (CAIPs).

The focus was on closing the remaining gaps in critical enabling infrastructure, including access roads, electricity, water, ICT connectivity, sewerage and waste management, to ensure the parks are ready to drive value addition, attract investment and create jobs.

The meeting brought together Governors from Garissa, Embu, Busia, Kisii and Migori, the Deputy Governor of Kirinyaga County and @CEOCOG Ms. Mary Mwiti, EBS.

The priority now is to close the remaining gaps, meet the agreed commissioning timelines and move these investments from infrastructure to production, creating opportunities for local value addition, investment and employment across our counties.

For 20 years, AGRA has been part of Africa’s journey to transform agriculture and build stronger food systems.

At the AGRA@20 celebrations in Nairobi, CoG Agriculture Committee Chair H.E. Rt. Hon. @SpeakerKLusaka recognised AGRA’s contribution to strengthening County systems and advancing agricultural transformation.

Across our Counties, this transformation is taking shape through initiatives such as the County Aggregation and Industrial Parks (CAIPs), which are opening pathways for value addition, stronger markets and greater opportunities for farmers to commercialize their produce.

Speaking during a panel session, @CEOCOG Mary Mwiti, underscored that the next chapter must go further towards building food systems that are productive, profitable, resilient and sustainable.

The future of agriculture must be more market- and income-driven, technology- and data-enabled, and locally owned.

As @AGRA_Africa marks 20 years, we celebrate the progress made while renewing our commitment to partnerships that put farmers and communities at the centre of Africa’s agricultural transformation.

Governors led by the Chairman, H.E. FCPA @HEAhmedJiir, today joined H.E. Deputy President Prof. Kithure Kindiki and other stakeholders at a Special Intergovernmental Budget and Economic Council (IBEC) meeting to address pressing issues affecting the health sector across the Counties.

At the heart of the discussions were the transfer of Universal Health Coverage (UHC) staff to County Governments, implementation of the 12th National and County Governments Summit resolutions on payment of SHA statutory deductions, and the ongoing industrial action by nurses across the Counties.

The meeting provided an opportunity for the National and County Governments, together with other stakeholders, to engage on practical steps towards resolving the outstanding issues and restoring stability within the health sector. Cooperation between the two levels of government remains critical to protecting the gains made in healthcare and ensuring that devolution delivers quality services closer to the people.

On #KatibaDay, we celebrate the Constitution of Kenya 2010, a transformative milestone that gave birth to a new governance architecture anchored on devolution, equity, inclusion and accountable leadership.

Devolution brought government and resources closer to the people, giving Counties the opportunity to respond to local priorities and deliver services more effectively.

Today, we celebrate a Constitution that continues to shape a more inclusive, equitable and people-centred Kenya.

The County Aggregated and Industrial Parks (CAIPs) are central to Kenya’s long term development Blueprint and its transformation into an industrialized middle-income economy that offers a high quality of life to all its citizens.
The Council of Governors (CoG), led by Chairperson H.E. FCPA Ahmed Abdullahi, today held a consultative meeting with the Deputy President H.E Prof. Kithure Kindiki to fast-track the finalization and operationalization of County Aggregation and Industrial Parks (CAIPs).
Eight County Governments, including Meru, Embu, Kirinyaga, Kisii, Busia, Migori, Garissa and Wajir, have achieved over 90% completion of construction works, with the focus now shifting to its full operationalization. This includes ensuring the Parks have access to enabling infrastructure such as roads, electricity, water, ICT, waste management, weighbridges and equipment.

The engagement agreed on clear, time-bound actions between the National and County Governments to address outstanding bottlenecks and ensure CAIPs deliver on their promise of value addition, enterprise development, employment and expanded market access.

The Council of Governors, led by Chair FCPA @HEAhmedJiir, today held a consultative meeting with the @KeTreasury led by CS @JohnMbadiN to address key fiscal priorities affecting County Governments.

The discussions focused on the operationalization of County FY2026/27 budgets and procurement plans through IFMIS, and the integration of IFMIS with eTIMS to enhance efficiency, accountability and seamless financial management.

The 30th Ordinary Session of the Intergovernmental Budget and Economic Council (IBEC), held today at the Office of the Deputy President, Karen Residence, reaffirmed the commitment of the National and County Governments to cooperative governance, fiscal sustainability, equitable development and the protection of devolution amid prevailing fiscal constraints.

Key resolutions included fast-tracking the County Governments Additional Allocations Bill, 2026; pursuing the reinstatement of KSh. 3.25 billion for the 13 remaining County Aggregation and Industrial Parks (CAIPs); strengthening county asset management; accelerating implementation of the County Licensing (Uniform Procedures) Act; and supporting the sustainability of youth enterprises under NYOTA, which has reached 122,203 beneficiaries.
