Hi Dave: I was not involved in the Treasury modeling (I left many years ago) but I can say that the modeling concluded that the policy would add $2 a week over & above whatever conditions were influencing rents.
I note there was & still is a tight rental market & has been for several years. Also, as 1st home buyers move to home buying, they will leave their rental properties and in the process free up properties for others to rent. This will take many months, maybe a year, to play out
