syndra is the only champ who buys it and, due to her last set of changes, even she doesnt really want it.
zilean cant even proc the passive consistently and just buys it for the stats.

its unsatisfying to buy, expensive, and low ap.

@RiotPhroxzon belt was one of the worst items in the game when it was 60AP 300HP 15AH and honestly id rather that version than this.

nobody will build this, not even the champs that actually needed it before every mage started building it, so just fuck vlad, fiddle, sylas etc. cho only.

if im right, atm its like:
base heal x HSP x moon amp > moon echoes the heal, amps it again with HSP.

in other words both the chain heal and single target heal have lost like half their value.

its good that it nerfs things like bruiser gragas, but if you're not building high pen or you're against bruisers/ tanks, its just going to feel awful.
and if you ARE doing that much damage you're prob running electrocute or smth anyway. good on ryze tho
