JUST IN: Otjomuise police station commander Rauha Hamunyela is refuting claims that she ordered junior traffic officers not to arrest a driver who was seemingly highly intoxicated at 1.69 mg/l, against the legal limit of 0.37 mg/l. The driver's license also expired in May.
