नेपाल की बाढ़ का असली कारण क्या है?

26 अगस्त की सुबह नेपाल के रसोआ जिले में एक ग्लेशियर से बर्फ और चट्टान का विशाल हिमस्खलन टूट कर गिरा। उसने लिंडे खोला नदी का रास���ता रोक दिया। बर्फ का बहुत बड़ा टुकड़ा ऊपर ग्लेशियर से टूट कर गिरा, नदी के रास्ते में गिरा, उसने नदी का रास्ता रोक दिया। पानी रुका, पानी ठहरा, इकट्ठा हुआ और इतना पानी जब इकट्ठा होगा, तो फिर वो अपने किनारों को, बाँध को तोड़ेगा। और उसने तोड़ा। और फिर एक साथ इतने पानी का बहाव आया कि वो सब कुछ बहा ले गया - गाँव के गाँव, पुल, सड़कें, छह बड़ी जल विद्युत परियोजनाएँ। सब कुछ।

मीडिया में और आम जनमानस में इस पूरी त्रासदी को बाढ़ की तरह प्रस्तुत किया जा रहा है। छप भी यही रहा है - नेपाल की बाढ़, नेपाल की बाढ़ में इतने लोग बह गए, इतना नुकसान हुआ, इतनी दुखद मौतें हो गईं। उसको बाढ़ की तरह दिखाया जा रहा है और इसलिए मुझे जरूरी लगा कि म��ं आपके सामने आकर के एक बात का खुलासा करूँ, जो कोई बहुत बड़ा रहस्य नहीं है। आम जनता को बात पता होनी चाहिए थी, लेकिन वो बात उतनी सफाई के साथ सामने नहीं आ रही है। तो इसलिए मुझे बोलना पड़ा।

बाढ़ इसको मत कहिए, जैसे हम आमतौर पर बाढ़ को देखते हैं। बारिश नहीं हुई थी उस दिन। अगर यह बाढ़ है भी, तो यह बाढ़ असामान्य है, क्योंकि यह बारिश का परिणाम नहीं थी। बारिश हुई ही नहीं थी उस दिन। बादल नहीं फटा था। यह आपदा आसमान से पानी के रूप में नहीं उतरी थी। यह आपदा पहाड़ से उतरी थी। यह आपदा ग्लेशियर से आई है। बादल से नहीं आई है। ग्लेशियर टूटा था और ग्लेशियर का बड़ा टुकड़ा जाकर के नदी के रास्ते में पड़ गया था, अवरोध की तरह। और ग्लेशियर क्यों टूटा?

क्योंकि हिमालय तप रहा है। यह है वो कोण जो आम जनता को पता होना चाहिए। हिमालय गर्म हो रहा है और आप जानते हैं, बर्फ का बहुत बड़ा टुकड़ा हो, उसको आप गर्म करेंगे तो बर्फ टूटने लगेगी। यह हम जानते हैं। ग्लेशियर इसलिए टूटा क्योंकि हिमालय तप रहा है।

August 13th which saw the passage of the Mines and Minerals (Development and Regulation) Amendment Bill, 2026 in the Lok Sabha with your support was a black day for Odisha. The Bill was passed with less than ten minutes of discussion in the Lok Sabha, despite having provisions with far reaching implications for the people of Odisha.

This was not an ordinary piece of legislation. Odisha undoubtedly will be the worst affected by this legislation. As you are well aware, Odisha accounts for nearly 44% of India's mineral wealth. For decades, Odisha has contributed its mineral wealth to the building of India's steel, power, mining and infrastructure sectors. India stands taller and stronger today because of the immense contribution made by Odisha and her people.

The estimated annual loss would be more than ₹12,000 crores leading to lakhs of crores of rupees over time. But the bigger loss is that in a single legislative stroke the control over our own minerals and our mineral bearing lands was taken away from us. And this happened under your watch.

This law is an injustice to the children and youth of Odisha, whose future is linked to the resources and opportunities of this State. It is an injustice to the people of Odisha who bear the pollution, displacement, environmental degradation and the hazards and hardships of mining.

And, above all, it is an injustice to the dream of an empowered Odisha, that has the confidence and resources to determine its own future. I earnestly appeal to you to listen to your conscience and think about the future generations of Odisha.

History remembers and honours those who raise their voices when injustice is done to their people and resources. History will judge you not by the party you stood with, but by whether you stood up for Odisha when it mattered most. You are standing at a historic juncture with a choice to stand and fight for the state and the people who sent you to the Lok Sabha with a mandate to protect their interests. I leave it to your judgment.
