Constitutional Amendment Bill No. 3 is not a governance reform.
It is not a modernisation exercise.
It is not a thoughtful constitutional evolution informed by regional best practice and genuine national consensus. It is a cartel blocking project. Designed by Mnangagwa. Resourced by Zvigananda. Targeted at one specific individual. General Constantino Guveya Dominic Nyikadzino Chiwenga.
I will not soften that statement. I will not qualify it into meaninglessness. I will not dress it in the diplomatic language that powerful people use to say dangerous things without accountability.

CAB3 exists because in a free, fair, direct popular presidential election in 2028 General Chiwenga wins. The architects of CAB3 know this. Their fear of that outcome is the entire explanation for the urgency, the construction, and the specific provisions of this bill.
Remove the direct popular vote. Replace it with parliamentary selection. Control the parliamentary numbers through party machinery, patronage networks and according to the intelligence circulating in our political ecosystem financial inducement from the cartel interests that have the most to lose from a Chiwenga presidency.

That is CAB3. Written in plain language. Without apology.Operation Restore Legacy is not over.
November 2017 was not simply a political transition. It was a covenant.
A covenant between the Zimbabwe Defence Forces acting in their constitutional capacity as guarantors of the nation's democratic order and the Zimbabwean people.
That covenant had specific terms. Not written in a formal document. Written in the moral logic of the intervention itself. In the public statements that accompanied it. In the foundational justification that gave Operation Restore Legacy its legitimacy.

The terms were simple.
Zimbabwe would be rescued from an illegitimate succession manipulation. Constitutional order would be restored. The nation's resources would be protected from the cartels that had been systematically looting them. The people's democratic rights including and especially their right to directly elect their President would be safeguarded.
How many of those terms have been honoured?
The succession manipulation was stopped. Credit where it is due.
Everything else the cartel resources, the democratic rights, the constitutional safeguards is now under assault from the very administration that Operation Restore Legacy installed.

The covenant is broken. The operation is unfinished. And the men and women who served in uniform know it.I want to speak to every man and woman who has worn the uniform of the Zimbabwe National Army. Who took the oath. Who stood on parade grounds across this country and swore allegiance not to a political party, not to an individual, not to a faction but to the Constitution of Zimbabwe and to the people of Zimbabwe.
That oath is alive.

It does not expire with a political transition. It does not dissolve because the person at the top has changed. It does not bend because a constitutional amendment has been drafted by people who believe their power is permanent and their manipulation is sustainable.
The oath says: I serve Zimbabwe. I protect its Constitution. I defend the rights of its citizens.
The direct popular presidential vote is a constitutional right. It is a liberation struggle bequest.

Here is Dictator Museveni, yet again preparing to massacre Ugandans.

1. We have never called upon our people to riot. Our call is for people to peacefully protest - a fundamental right guaranteed by Article 29 of our Constitution. We're not talking about rioters - we are talking about the CITIZENS of Uganda.

2. Our call for PROTEST is conditional. If you don't want people to protest, then guarantee a transparent, free, and fair election. Already, you're rigging the election by stopping us from campaigning, blocking us from accessing radio stations, abducting and illegally arresting our campaigners, etc. Stop all this nonsense, and you will have no reason to intimidate the citizens.

3. That you talk about 120 bullets per soldier shows what a murderous regime you lead. You should be ashamed that you want to respond to peaceful protests with live bullets.

Either way, YOU CANNOT KILL ALL UGANDANS. The people of Uganda will have the final say on their destiny.

🔸This generation of African leaders is fickle, unstrategic and uninspiring.

When Robert Mugabe decided to “take back the land,” they clapped and cheered him on. They ignored the voice and plight of the masses. Behind Mugabe’s back, they were laughing at him, welcoming Zimbabwean commercial farmers to their countries and sniggering how they would “never become like Zimbabwe.”

None of them, except President Ian Khama, had the courage to hold Mugabe accountable for his bad governance, economic mismanagement and human rights abuses. If anything, most capitalized on Zimbabwe’s decline - presenting alternatives for international businesses and talented Zimbabweans that were leaving in their droves.

The moral of the story is - there is a huge disconnect between what African leaders “preach” in the halls of the African Union, the United Nations and other international platforms and what they practise. Recent events show that the Continent is more divided than ever. States will do what best suits them individually. There is no coherent articulation of an African vision to take the continent forward, no unity of purpose and no bold collective leadership towards translating the vast resources of the Continent into improved outcomes for the people.

Where we once had African leaders who would unite to defend each other against foreign oppressors, we now have a toxic mix of each man for himself, turn a blind eye to a neighbour’s abuse of its people and selfish undercutting that prioritizes narrow aims over a big idea that could position Africa as the super power it could be if there was ethical, competent leadership to harness the beautiful, rich land that Africa is on paper.

Some will ignore wars rage in Sudan and Congo while chasing passion projects abroad, others are silent when one of our own is bullied and ostracized, others sign peace deals between African nations that are cobbled together on foreign lands that prioritize their own interests over those of Africa, others jump when summoned by overseas powers to discuss the African agenda, others are corrupted while smarter nations capitalize on the shortermism to exploit our resources, others congratulate a murderous dictator for stealing an election, others join former colonizers in undercutting their neighbours, others establish dodgy military bases in arms with foreign powers while others loot and drink champagne while their people wallow in extreme poverty. Young people across the board are repressed, tortured and killed for demanding a better society because what we have now is not working.

These leaders have missed the opportunity to champion an African Renaissance and instead are superintending over a Great Regression.

It’s a mess.

•Don’t demand kickbacks.
•Be clear on mechanisms available to protect property rights.
•Articulate policies clearly.
•Undertake that goalposts won’t change.
•Stick to your commitments.
•Shun propaganda.
•Don’t let shady people participate in negotiations.
•Don’t repeat past mistakes.
•Don’t tell any lies.
•Bargain for the country or sector, not private pockets.
•Allow (serious) corporate people to lead on corporate issues.
•Ensure your best legal minds are at the table negotiating contracts.
•Be discreet. Avoid tasteless fanfare.
•Build trust.
