@Doomer_Armus I always head-canoned it that after the warp 5 speed limit was introduced anytime Picard said "Maximum Warp" he meant take it to the limit, because there are later episodes in emergencies he orders specific speeds over 9 which I assumed was a logged order to breach the limit.
