The State Cabinet’s approval of Outcome-Based Budgeting (OBB) is an important step towards making our healthcare facilities more responsive and efficient. Under this approach, hospitals, CHCs and PHCs will have greater flexibility to use allocated funds to address their local and immediate requirements.
Doctors, Medical Superintendents and facility in-charges will be empowered to take timely decisions without having to seek approval at the Director’s level for every small or routine requirement. This will help our healthcare facilities function more smoothly, respond faster to the needs of patients and improve the delivery of services.
Through OBB, our objective is simple: to bring better, faster and more accessible healthcare closer to our people.

September 2026 was a month of continued engagement, service and progress across my responsibilities as Cabinet Minister and MLA. From healthcare and sports to education, youth development and community initiatives, the month reflected our collective efforts to strengthen public services, create opportunities and respond to the needs of our people.
In healthcare, I focused on improving facilities, quality standards and access to treatment, including the recognition of Panaliar MCH Hospital under Kayakalp, the successful complex surgery at Williamnagar Civil Hospital, and efforts to expand services at Mihmyntdu. Through MHIS and CM-CARE awareness, we also continued to encourage citizens to understand and access available health support.
In sports, I engaged with athletes, inspected major infrastructure projects, supported grassroots tournaments and celebrated achievements by sportspersons representing Meghalaya at national and international levels. Preparations for the National Games 2027 remained a key priority, alongside stronger sports science, athlete welfare and opportunities for young talent.
As an MLA, I remained engaged with educational institutions, community organisations and local initiatives, including support for infrastructure, emergency services, youth participation and cultural occasions. From welcoming major national dignitaries to celebrating Meghalaya’s achievements, the month brought together development, public service and community participation.
I remain grateful for the trust and cooperation of the people, and for the efforts of colleagues, officials, healthcare professionals, educators, athletes, coaches, community leaders and citizens. The work continues with a clear focus on strengthening services, creating opportunities and building a more connected, healthy and active Meghalaya. Every initiative, whether large or small, remains centred on improving lives and expanding opportunities for people.

August was a month of purposeful engagement, progress and collective achievement across Meghalaya. In my responsibilities I remained committed to advancing development, strengthening public services and creating opportunities for our people, particularly our youth.
As Sports Minister, I chaired key preparations for the National Games 2027, including approval of athlete stipends, health insurance initiatives and operational funding. I celebrated achievements by our karatekas, archers, triathletes and young footballers, while supporting football clubs and sporting associations. National Sports Day further strengthened our commitment to building a stronger sporting ecosystem.
In the health sector, I undertook inspections and consultations to improve hospital services, encouraged public confidence in NEIGRIHMS, and welcomed the introduction of specialised URSL surgery at Mawkyrwat Civil Hospital, bringing advanced treatment closer to the people.
As an elected representative, I continued engaging with communities, inspecting development projects, and advocating for quality infrastructure and healthcare in East and West Jaintia Hills. Our support for the Sutnga artificial football ground reflects our commitment to creating opportunities for young athletes.
The month also reaffirmed our commitment to protecting Meghalaya’s identity, environment and heritage���from the unanimous Assembly resolution opposing uranium mining to participation in Behdieñkhlam celebrations across Jaintia Hills.
Through Cabinet decisions on education, disaster management, recruitment reforms and flood preparedness, the Government continues to pursue responsive governance.
Together, we remain focused on building a healthier, stronger, more prosperous and confident Meghalaya—guided by the vision of our Hon’ble Chief Minister and committed to serving our people with sincerity, accountability, inclusive purpose.

Over the past several years, sports in Meghalaya has received greater focus through increased investment, improved infrastructure and expanded opportunities for athletes. From grassroots programmes and talent identification to coaching, sports science, competitions and high-performance training, the State is building a more comprehensive sporting ecosystem.
The growth in the sports budget—from around ₹40 crore several years ago to ₹844 crore—has supported the development of new facilities and upgrading of existing infrastructure across Meghalaya. Many of these initiatives and opportunities were not available at the same scale before 2018. Today, our athletes have greater access to financial assistance, training and competitive platforms. The responsibility now lies with us to make the best use of these opportunities and carry Meghalaya forward in sports.
