The Lagos State Primary Health Care Board (LSPHCB), in partnership with mDoc, convened a Co-Creation Workshop on Digital Health Architecture and the Eko Digital Self-Care Initiative in Ikeja.
The workshop brought together directors, programme managers, digital health experts, and other key stakeholders to collaboratively design innovative solutions aimed at strengthening Primary Health Care (PHC) service delivery across Lagos State.
In his welcome address, the Director of Digital & Health Transformation LSPHCB, Dr. 'Ladi Abudu, stated that the workshop aligns with the Lagos State Government's THEMES+ Agenda, particularly in the areas of PHC strengthening, Ilera Eko health financing, and health sector digitalization.
According to him, the key objectives of the workshop included the introduction and co-design of the Eko Digital Self-Care for All Initiative; alignment on a Community-Governed Modular Digital Reporting System for PHC transformation and utilization of the https://t.co/vE08tZVDIE Dashboard to enhance data-driven decision-making.
Dr. Abudu emphasized that the initiative is expected to enhance digital health governance, improve service delivery, strengthen community participation, and support the development of a scalable, data-driven PHC system that will advance healthcare outcomes across Lagos State.
The workshop underscores LSPHCB's commitment to leveraging digital innovation and strategic partnerships to transform primary health care delivery and achieve universal health coverage for all Lagos residents.

Our Permanent Secretary, Dr. Ibrahim Akinwunmi Mustafa, mni, and members of the management staff attended the commissioning of the new Lagos Vaccine Hub.
The facility built by the Federal Government was officially opened by President Bola Ahmed Tinubu, GCFR(represented by NPHCDA Executive Secretary, Dr. Muyi Aina), marking a major milestone in the nations ongoing commitment to strengthening immunization services and protecting community health.

In Aug 2025, N1.1bn was paid to DASIR INTERNATIONAL RESOURCES LTD for the Construction/Fabrication of Solar Streetlight in Rural Communities of Ikot Ntuk, Ukwok, Odoro Ikpe, Ikot Inyang and Itu Edino LGAs in Akwa Ibom state.
We tracked this project at Odoro Ikpe, Ini LGA and report that this project has not been done.
In fact, at the time of our visit, residents were unaware of this provision. The community considers it a high priority for them because of the insecurity at night.
As we keep tracking this project in other beneficiary LGAs, we also implore the implementing agency @FmardNg, to provide the public with details of how funds disbursed for this project was used.

LSPHCB, MRH Collective Convene Stakeholders to Strengthen Maternal Health Systems in Lagos
The Lagos State Primary Health Care Board (LSPHCB), in partnership with the Maternal and Reproductive Health Collective (MRH Collective), convened stakeholders at the 2026 Maternal Health Systems Strengthening Co-Design Workshop to advance strategies for improving maternal healthcare delivery and outcomes in Lagos State.
The 2-day workshop brought together policymakers, health administrators, development partners, programme officers, and professional bodies to co-create practical, sustainable solutions aimed at reducing maternal mortality and strengthening the state’s health system.
Speaking at the event, LSPHCB Permanent Secretary, Dr. Ibrahim Akinwunmi Mustafa, mni, described maternal mortality as a critical public health challenge requiring urgent, coordinated, and innovative action. He stressed the need for stronger collaboration between government, development partners, and stakeholders to align policy, improve service delivery, and promote data-driven interventions that can improve maternal and reproductive health indices in the state.
“This workshop provides a platform for meaningful engagement and co-creation of actionable recommendations to strengthen maternal healthcare systems and improve outcomes for women and children across Lagos,” he said.
Dr. Mustafa thanked MRH Collective and development partners for their continued support and shared commitment to advancing maternal and reproductive healthcare. He reiterated that transforming outcomes requires deliberate, state-led action backed by strong accountability and sustainable partnerships.
The workshop identified key gaps in the supply and demand for skilled maternal healthcare services and developed recommendations and coordination frameworks for a state-led response. Participants also explored strategies to improve accountability, enhance inter-agency collaboration, and scale evidence-based interventions.

LSPHCB, GSK Global Team, Save the Children Strengthen Partnership on BOOST Project to Reduce Zero-Dose Children in Lagos.
The Lagos State Primary Health Care Board (LSPHCB) Immunisation Unit has held a strategic meeting with representatives of the GSK Global Team and Save the Children International to discuss ongoing collaboration and future investment opportunities under the BOOST Project aimed at reducing the burden of zero-dose and under-immunised children in Lagos State.
The meeting focused on strategies to strengthen immunisation coverage, improve access to underserved and hard-to-reach communities, and enhance community demand for vaccines across the State.
Speaking during the engagement, the Permanent Secretary of the Lagos State Primary Health Care Board Dr. Ibrahim Akinwunmi Mustafa, mni, highlighted the current immunisation realities in Lagos State, including challenges associated with urban slums, migratory populations, vaccine hesitancy, and existing data gaps contributing to the prevalence of zero-dose children.
Representatives of the GSK Global Team Mrs Ella Nwaokolo and Save the Children International Nigeria Duncan Harvey, expressed their commitment to supporting innovative and sustainable interventions through the BOOST Project, with focus on:
Strengthening routine immunisation systems,
Community engagement and demand generation,
Capacity building for health workers,
Data-driven identification and tracking of zero-dose children,
Strategic partnerships to improve vaccine access and uptake
The Permanent Secretary appreciated the proposed collaboration and reaffirmed the Lagos State Government’s commitment to reducing immunisation inequities and achieving improved vaccination coverage across all Local Government Areas (LGAs).
The meeting concluded with an agreement to sustain technical engagements towards identifying priority areas, developing implementation strategies, and establishing partnership frameworks for the successful rollout of BOOST Project interventions in Lagos State.

At the end of deliberations, states were directed to immediately update implementation trackers, improve accountability and financial reporting mechanisms, strengthen collaboration with Local Governments, and intensify supportive supervision activities to ensure sustainability of PHC interventions nationwide.
Participants also resolved that Lagos State’s engagement and financing model should be documented and adapted by other states in line with their individual realities and governance structures.
The meeting reaffirmed the collective commitment of stakeholders toward strengthening Primary Health Care systems and accelerating Nigeria’s progress toward Universal Health Coverage.
Lagos Hosts IMPACT Project Review Meeting to Strengthen Primary
Healthcare Delivery Nationwide
The Lagos State Government, in collaboration with the National Primary Health Care Development Agency (NPHCDA), convened the IMPACT Project Review Meeting with National and State Teams to assess implementation progress and strengthen Primary Health Care (PHC) systems across participating states in Nigeria.
The high level meeting brought together representatives from the NPHCDA, World Bank, National Malaria Elimination Programme (NMEP), State Ministries of Health, State Primary Health Care Boards, Project Managers, and Project Accountants to review implementation activities, assess financial and contractual commitments, and develop strategies for sustainable PHC delivery.
The Honourable Commissioner for Health, Prof. Akin Abayomi, in his keynote address titled “Strengthening PHC: A Critical Determinant for Achieving UHC,” emphasized the need for continued investment in PHC infrastructure and modernization. He highlighted Lagos State’s introduction of purpose built PHC facilities with improved ventilation systems, solar-powered infrastructure, infection prevention and control designs, and decentralized isolation capabilities.
The Commissioner also stressed the importance of sustainable health financing through the domestication of the National Health Insurance Authority (NHIA) Act, mandatory health insurance initiatives, and stronger integration between public and private healthcare systems.
Speaking on malaria elimination efforts, Lagos State presented findings from a large-scale malaria diagnostic and surveillance study, which revealed significantly lower malaria prevalence than previously assumed and emphasized the importance of evidence-based diagnosis through Rapid Diagnostic Tests (RDTs).
Delivering the goodwill message, the Special Adviser to the Governor on Health, Lagos State, Dr. (Mrs) Kemi Ogunyemi, welcomed participants to Lagos and reaffirmed the State Government’s commitment to health sector reforms and Universal Health Coverage (UHC).
She noted that the IMPACT Project has significantly contributed to PHC infrastructure upgrades, improved malaria diagnostics, service integration, accountability, and systems strengthening across Lagos State.
In his presentation titled “Joint Leadership Dialogue: The Lagos State Experience,” the Permanent Secretary, Lagos State Primary Health Care Board, Dr. Ibrahim Akinwunmi Mustafa mni, explained how Lagos State adopted a deliberate political and governance engagement strategy involving Local Government Chairmen, the Ministry of Local Government, development partners, and technical experts to improve ownership and financing for PHC.
According to Dr Mustafa, the engagement process resulted in improved political commitment to PHC financing, enhanced collaboration between the State and Local Governments, and the signing of a draft compact to strengthen PHC governance and sustainability.
Earlier in her welcome address representatives of the NPHCDA, Dr. Amina commended Lagos State for successfully organizing the meeting within a short notice period and encouraged all delegates to actively participate in the two-day engagement.
The Team Lead (TTL), Dr. Onoriode, highlighted the objectives of the meeting, which included reviewing PHC upgrade projects across states, assessing outstanding obligations and timelines, strengthening accountability mechanisms, and promoting collaboration between State and Local Governments for improved healthcare delivery.
During the meeting, participating states presented updates on implementation progress, contractual obligations, outstanding payments, and project completion timelines under both the immunization and malaria components of the IMPACT Project.

Historic Milestone as Lagos Unveils 10-Year Primary Health Care Financing Compact.
The Lagos State Primary Health Care Board on Wednesday, May 6, 2026, recorded a historic milestone with the official signing of a 10-year Financial Sustainability Plan tagged Lagos State Primary Health Care Compact 2026, a landmark agreement aimed at strengthening and sustaining primary healthcare delivery across the state.
The groundbreaking compact serves as an intergovernmental statement of commitment and collaboration between the State Government, the 20 Local Government Areas (LGAs), and the 37 Local Council Development Areas (LCDAs), reinforcing a shared vision for sustainable healthcare financing and improved service delivery for all residents of Lagos State.
The historic agreement was signed during a two-day retreat on the 10-Year Plan for Primary Health Care Financing, held at Lakowe and organised by the Lagos State Primary Health Care Board (LSPHCB) in conjunction with development partners and members of Conference 57.
The retreat provided a strategic platform for robust engagement, policy dialogue, and consensus-building among key stakeholders on the future of primary healthcare financing in Lagos State.
The agreement followed extensive deliberations with critical health stakeholders, as well as the Chairmen of the Local Governments and Local Council Development Areas, who demonstrated overwhelming support, enthusiasm, and collective resolve towards the successful implementation of the initiative.
The signing ceremony reflected a rare and commendable display of unity, partnership, and political will across all tiers of government, with the Council Chairmen reaffirming their unwavering commitment to strengthening primary healthcare systems within their respective councils and communities.
Representing the State Government at the ceremony were the Honourable Commissioner for Health, Prof. Akin Abayomi, in his capacity as the principal political custodian of the Lagos State health sector; the Special Adviser to the Governor on Health, Dr. (Mrs.) Kemi Ogunyemi, as the principal advisory authority to the Governor on health matters; and the Permanent Secretary of the Lagos State Primary Health Care Board (LSPHCB), Dr. Ibrahim Akinwunmi Mustafa, mni, who serves as the principal technical and administrative coordinator of primary healthcare in Lagos State.
Also party to the agreement were the 20 Local Government Areas and 37 Local Council Development Areas, acting through their respective Chairmen on behalf of the offices and territories they represent and serve.
The Lagos State Primary Health Care Compact 2026 is designed to provide a long-term framework for sustainable healthcare financing, stronger intergovernmental collaboration, and enhanced delivery of quality, accessible, and people-centered primary healthcare services across the state.
The initiative is firmly anchored on the THEMES+ Agenda of the Lagos State Government and aligns with the Lagos State Development Plan 2052, both of which prioritize healthcare as a critical pillar for inclusive growth, social development, and improved quality of life for residents.
