If 40% is fine, is 60% too much? 80%? Is only 100% preempted? Why? Is there a manageable standard or should we wait for express preemption (cf. Rucho)?

We should simply halt new issuances while continuing renewals (with steadily increasing fees). In time, the system will sort itself out without any major disruption.
