Patrick didn't call his fellow players to come and look, just said the ball didn't bounce, why not ask the others to look? Because it wasn't plugged?

100% correct! Too many rules and regulations will not bring people into the game. Imagine an average recreational player losing another 20 yards off the tee, besides all amateur golfers admire distance, all we talk about is "see how far he hits it?"
