While I’m being told that the Bears announcement on Hammond is “real”,
i.e. not a leverage play, a league source told me that the Bears leaving the state is not a done deal. Per source, Indiana is in the lead right now, but “Illinois can still get back in the race,” granted the state has a lot of ground to make up after not passing legislation that would have insured the Bears property tax certainty.

We still need to see language. But it seems that the stadium would be public in name only. The Bears would likely keep most if not all the revenue. Public ownership allows them to avoid paying property taxes.
A Bears bill is about to drop that would allow...
...Arlington Heights or Chicago to create a sports authority...
...require Bears to build their stadium then *gift* it to that city...
...Bears would pay rent of some kind...
...and pay no property taxes...
What a mess.
