No one could find the submit button.

2. Are courts taking accountability when housing, safety, investigations, and cases depend on broken systems?

The backup plan fails too, as NY congressional leaders and the Metro Area Postal Union warn of “habitually missing mail” in the area. So mailing it in isn’t reliable.

That’s a huge barrier. Especially for vulnerable people who can’t easily travel or wait weeks.

The police instructed me to mail it in, or hand-deliver the form to the NYC office, as they didn't seem to have a direct email address to give me.

NYC’s online FOIL portal wasn’t fully functional. It kept redirecting me to a page with no accessible form to submit a request.
