Below Shiva is sage Bhringi.
It seems he was a great devotee of Shiva but neglected to worship Parvathi.
When he attempted to circle around Shiva, Parvathi sat on Shiva's lap to stress their unity!

At their feet is Shiva's bull and Parvathi's lion.

Belongs to 1200 CE from somewhere in Odisha.
