@bonniebeevt either way like Kaizen said bellow if its for the foot bone it looks mostly normal?
to edit rigging in blender: Select the armature, then the mesh with shift+LMB so they're both marked, then go to weight paint, that way with alt+LMB you can pick which bone you're painting to
