One more example: some jobs already have “someone” in mind; it can be an internal referral or internal employee movement to a new role, but they “legally” still have to post the new position and make it “fair” for multiple individuals to apply. This has happened before; some companies even have someone in mind and hire “reference” roles. Why do you ask? Many companies incentivize workers with a “bonus” or some monetary gain if they bring other references to get hired, but with “attached caveats,” I know someone who is a nurse. They referenced someone, but to get the bonus or other monetary gain, the employee they referenced must have worked for at least one year. Over the years, I have even been to interviews where I sat, and the employers interviewing me said, “We usually go with reference hires.” I knew right then I wouldn't even get a chance at this role. I am not out here to spread negativity or dwell on the bad parts of the job search, which people forget is the “job” itself. I want to make my points to show why networking and communicating to build connections are more vital than simply pressing “apply.”

Many roles appear on job boards to show the government that there are “active” job offerings. You need to look at it statistically to show that a company is offering jobs. Another issue is when they post a role, and it takes months to fill. For example, sometimes companies have to prove how many applicants they interviewed, searched, etc., before hiring. In many cases, I have seen jobs where they had to remove and repost because not enough candidates clicked apply. This happened to one of my friends: he had to reapply to a role he'd applied for but didn't get a callback. Then they posted it again, and he applied and finally got an interview, but they told him the first time they didn’t get enough candidates. This can be very complex and has many layers and reasoning. But this is a technique many employers use. They've also done articles on this stuff over the last few years.
