@BrianLehrer @StacyCowley @nytimes the loans are small, practically impossible to get, only 25% can be used for non payroll expenses and with too many caveats.
If not forgiven, can be devastating.
2008 when the banks were bailed out they didn’t get loans... and they were directly responsible.
