Powdered sugar is about 3% cornstarch. Domino says so on its own site, and the box lists it as sugar and cornstarch.

Sugar ground that fine has a huge amount of surface area, so it pulls moisture out of the air and cakes into a brick. Cornstarch is added to keep the sugar particles from touching each other and locking up. It's also why a spoonful of powdered sugar tastes a little chalky, since you're eating starch along with the sugar.

You can make your own by running granulated sugar in a blender until it's dust. It works in a recipe, and it'll be a solid lump by the next afternoon, because nothing is in there to keep the particles apart.
