🚨Breaking: The Kuki Refugee Scam of 1967 that settled thousands of Kuki refugees in Manipur and illegally channelled funds worth millions of dollars of tax-payers' money

The said scam was orchestrated by Kuki MP Paokai Haokip in connivance with the then Kuki Home Secretary Thangkhopao Kipgen by claiming those Kuki refugees were "repatriates"

It started with a fake letter claiming to be from the Ministry of Rehabilitation to the Government of Manipur.

R.C. Iyer, then Under Secretary, Ministry of Home Affairs:

“The individuals involved in the case were not repatriates, but were Kuki migrants of the doubtful nationality”.

Ministry of Supply and Rehabilitation:

“A doubt, therefore, arose as to whether, the Kuki tribes who claim to be Indian nationals coming from Burma are really Indian nationals or Burmese crossed over to India with a view, not only to avail of the opportunities available in India but also to obtain the assistance that is given to the repatriates. It may be added that these persons are not in possession of any document about repatriation. Nor any identity card or family card or emergency certificate has been issued to them.”

The Kukis, who call themselves as Kuki-Zo, are up in arms against the 1951 NRC update demanded by the Meitei and various Naga communities on the pretext that

“they lived in jungles at the time and there were no roads and proper communication…”

The truth:

1. Manipur already maintained a full voter list and conducted a statewide/nationwide adult franchise in 1948.

2. The Kukis inhabit mostly in areas around the valley, it were the Nagas who inhabited in the interior areas of Manipur so their theory would affect the Nagas, not them!

A Manipuri (Meitei) music teacher Chongtham Vikram was beaten to death yesterday by at least 6-7 men in Ashram, New Delhi.

The men, allegedly drunk, came to his house and beat him to death after he objected to them over making noise at the night at the dhaba just opposite his house.

Manipuris and North Eastern community living near by stormed the Sunlight PS, and alleged they struggled for the Police to register an FIR.

In recent past, a large No of crimes against North East has been reported in Ashram, including the deaths of youths earlier this year and today's unfortunate incident.

However, let us not lose sight of the actual issue at hand i.e identification of the illegal immigrants to protect the Indigenous people of Manipur.

This is a temporary relief. And we should expect such few announcements ahead of the Assembly Election expected early next year.

Today's decision is giving an antibiotic or anaesthesia to the patient. A surgery in the form of a robust NRC exercise is required to address the age old issue.

Why the NRC before Census is crucial for Manipur.

- People of Manipur across communities Meitei, Nagas, Kom (generally considered non Naga or Kuki), Meitei Pangals (Muslims) and even smaller sections such as Bihari and Nepalis have collectively called for NRC before the Census.

- They fear any exercise before NRC will legitimaze illegal immigrants as Indian citizens, resulting in framing policies including representation and delimitation process considering foreigners as Indian citizens.

- Basically, the Kuki Zo leadership and CSOs are the only ones in Manipur, who opposed the demand for identifying Illegal immigrants.

- In the past, they have expressed concerns that many Chin Kukis who have migrated from Myanmar would be declared Illegal immigrants, if NRC is carried out in Manipur with 1951/1961 as the base year.

- Within the Kuki Zo groups also there are many who in private believe the demand to weed out illegal immigrants should be supported and Nationality and legality should take precedence over ethnic identity. The law of the land must be respected and privileges given by the Indian state should be for Indians.

- However, the sane voices are muzzled by armed groups who control the narrative through their mouthpice CSOs and few political leadership, with whom the Militants have umbilical relationship.

⦿ Independent scholars from universities in Bengaluru and IITs have studied the issue and said the abnormal population growth in Manipur cannot be explained through normal demographic factors.

What followed, according to her sworn affidavit filed in court, was a series of escalating pressures to release the accused, she says came from within the highest levels of the state government. She refused. She documented everything. She went on record. The accused was eventually released.
