Encourage publishing persistence policies eg via ODRL. Research/Use Robust Links & archiving at time of registering/linking. Invest more on-demand public archiving services..

@stefanjdecker @kidehen @vrandezo @joplam DOI is an oxymoron of the Web. Privileged gets to decide what to identify and create them. Systems that only use DOIs for currency/exchange are anti-inclusive by design. Neither is it the case that quality or appropriateness of what it identifies is assured. Current use is FUBAR.
