If a government concludes that a particular country presents an elevated risk of visa overstays, fraud, terrorism etc., it has every right to restrict entry from that country as a whole rather than assessing every applicant individually.
If the policy exists to reduce risk, making exceptions undermines the policy. That said, I reckon FIFA will have this overturned.
