According to Russell T Davies in The Hollywood Reporter, The Time Hotel set was transformed into a "futuristic hospital on a war-torn site", I presume for a Season Two episode.
Also, Davies was about to reveal a mild spoiler before Steven Moffat cut him off.

It was the first episode in NuWho to not have The Doctor be the protagonist, and it gave some insight into what Jackie was up to whilst Rose was away
