Het betekent dat een fors deel van de NL CO2-verlaging slechts verschuiving van de emissie naar het buitenland betreft. PBL noemt dit eufemistisch 'weglekken'. U zult dit terugzien bij de doorrekening van de verkiezingsprogramma's.
Het klimaat is daar niet mee geholpen. Wellicht zelfs van de regen in de drup, wanneer de productie is overgenomen door minder efficiente buitenlandse bedrijven of door bedrijven in landen met een elektriciteitsmix met meer CO2/kWh.
