They said a ban will only be a last resort, this does not say last resort, this says here is some random garbage.

@MreMOEtional Agreed, bans should be emergency only. For example if the china event has ridiculous conversion rates/top 8 of 6+ dravens, every round going to time +30 mins with miracle decks, and knowing that set 3 doesn't have solutions to the current meta, then dropping a ban is worth.
