"When, at the Fuhrer's order, in a very difficult and critical time, I took over the office as Reichskommissar (Reich Commissioner) in Norway, I set a guideline for my work here, a guideline that I have adhered to up to this day and will continue to follow in the future. It is that the war that was fought between Norwegians and Germans is a historical fallacy, which can only be explained from the fact that a clique of politicians, who had sold themselves to international capitalism and Freemasonry, led people and country astray.
I have never considered the Norwegian people as any adversaries. On the contrary, I have felt this way, as I do today, and will continue to do so in the future. Likewise, all my comrades share this sentiment: We belong to this people just as this people belongs to us, we are both parts of one tribe, of a large community. Volunteer in the SS! Many of your countrymen will surely not understand you, yes, many of them will surely scold you. But that's how it has always been.
When you now take up arms, it must be with the proud awareness that you are...a Nordic vanguard for the Germanic peoples, and that you carry these weapons to fight for the safety and greatness of the Germanic peoples."
