@1changamire the first part of your argument is based on a misunderstanding of how ZIMSEC calculates the statistic.
The pass rate does not count students who wrote 4 or fewer subjects as "failures." ZIMSEC calculates using only the pool of candidates who sat for 5 or more subjects.
