Political critics in 1992 argued that the ₦400 million PR contract had political motives.
The contract was awarded to Insight Communications, the official consultant to Governor Otedola's party, the National Republican Convention (NRC). The firm also had reported business links to the party's national publicity secretary, Dr Doyin Okupe.
Critics believed the communications campaign was designed to improve the electoral prospects of the NRC ahead of the presidential election while overshadowing local government chairmen aligned with the rival Social Democratic Party (SDP).
The lawmaker, Niyi Fabikun, questioned the decision, saying there was "no reason in obtaining loan for publicity since the state (governor) is not presently running any political campaigns."
The governor's spokesperson disagreed, insisting the campaign was simply to inform citizens about the government's achievements.
A political analyst responded, "Where are the state government's achievements?"
