@RoseMarieAnon the "traditional" formula was always intended to be non linear, zelda 1 , 2, alttp and to some degree, OoT are "open" to some degree with a very strongly suggested dungeon order to follow, but nothing really prevents you to go into a dungeon,get the item and back out if you want.

@RockChartrand a lot of people that are forced to pay for it never use it because in most cases wait times and service quality are awful so, its a burden you are forced to pay that a lot of people will never use unless they are literally forced to and cant afford the private option.
