President Trump’s Executive Order impounding Congressionally appropriated funds is a violation of the US Constitution, which reserves for Congress the power of the purse.

Under separation of powers, Congress makes the law, and the President is supposed to “faithfully” execute the law as written by Congress. Donald Trump is not a king, who can freely pick and choose which laws to execute and which ones to ignore.
