Taliban Kills Four Hazara Men in Kabul, Continuing Pattern of Extrajudicial Killings

On the evening of August 9th, the Taliban’s Yarmouk 60 Unit killed four men (pictured below) in Kabul, marking the second extrajudicial killing operation involving the unit in just nine days.

On August 10th, the Taliban acknowledged killing the four men the previous night in Kabul’s 18th Security District. Taliban officials claimed the men were armed thieves who had attempted to enter a house to steal cash and valuables and were killed during a confrontation with Taliban forces.

Ground truth tells a much different story. The four men were Hazara Shi'a Afghan citizens from Dasht-e Barchi in Kabul’s 13th Security District. These men were killed as part of targeted Taliban intelligence operation rather than during an attempted robbery, and that the robbery allegation was used afterward to justify the killings.

If you remember, I recently discussed another ethnic targeting operation that occurred on August 1st, again by the Taliban’s Yarmouk 60 Unit which killed seven non-Pashtun Afghans in Kabul. The Taliban similarly claimed those killed were armed robbers who died during an exchange of fire. Instead the victims had been targeted due to being non-Pashtun and on suspicion of connections to anti-Taliban resistance networks. Connections that have still not been proven.

The two operations establish a concerning pattern. Eleven non-Pashtun Afghans have now been killed by the Yarmouk 60 Unit in Kabul in nine days. In both cases, the Taliban publicly identified those killed as robbers. In both cases, victims were ethnically targeted during pre-planned intelligence operations.

The latest killings also come amid another development involving Afghan Shi’a and former members of Afghanistan’s security forces. On August 3rd, information emerged that a group of former Afghan security personnel, including Afghan Shi’a who joined the Fatemiyoun Division following the Taliban takeover in August 2021, were seeking to return to Afghanistan to support the anti-Taliban resistance.

The development reportedly created disagreement within Fatemiyoun, which viewed those interested in joining the resistance as intending to defect. The organization has longstanding ties to Iran’s Islamic Revolutionary Guard Corps (IRGC), while Tehran has worked closely with the Taliban since its return to power. Iran does not want an armed group emerging from a network under its influence to become part of any organized opposition to the Taliban.

It is not yet established whether the four Hazara men killed on August 9th had any connection to former Afghan security personnel seeking to return from Fatemiyoun. That connection remains under investigation, however, the timing is significant enough to warrant scrutiny, particularly as Taliban intelligence appears increasingly focused on identifying networks it believes could support armed opposition.

As these targeted operations continue, the media has an ethical responsibility not to report the Taliban’s accounts as fact, particularly when the group repeatedly uses allegations of ordinary criminal activity to conceal a broader campaign of extrajudicial killings against Afghans it views as potential supporters of the resistance.
