Recent studies from PIDS reveal a sobering truth: chronic illnesses like cancer and heart disease are consuming a disproportionate share of hospital spending. In 2023 alone, 250,000 high-cost patients generated ₱14 billion in reimbursements—yet nearly half of their expenses still came directly from their own pockets.

This is unacceptable. One catastrophic illness can push a middle-class family into poverty. The elderly, the poor, and even young breadwinners remain vulnerable, with no stable safety net after retirement.

We must act decisively:
✅ Raise PhilHealth case rates for the top killer diseases to ₱500,000 each.
✅ Strengthen preventive and primary care through early screening and community-based interventions.
✅ Abolish patronage-driven programs like MAIFIP and redirect funds to PhilHealth.
✅ Settle government arrears amounting to ₱407 billion from sin taxes, PAGCOR revenues, and withheld subsidies.
✅ Simplify processes and ensure programs like Yakap are executed with clarity, speed, and proper funding.

Health care is not a privilege—it is a right. The government must honor its commitments under the Universal Health Care Act and the National Integrated Cancer Control Act.

The Filipino people deserve a health system that shields them from financial ruin, not one that abandons them in their most vulnerable moments.

This is our moral duty. This is our collective responsibility. And together, we will not stop until every Filipino family is protected.
