She's not claiming to have heritage from England in an ethnic sense.
But that she has a valid identity has English, based on her British legal status and her aspirations for the country.

Ethnically, nationality? Id say they stop having British values then we'd need to essentially remove them depending on the threat they cause. And certainly not let them in.
As I said this is my opinion.

I think values are most important.
We need to be careful not to debate over which terms we refer to, as British means a lot of things.

The values point in the most crucial that we're risking ignoring with this race ladened debate
