I ride a bicycle & walk & I 100% endorse charging pedestrians/biklings full cost for use of public infrastructure. Make it proportional to spatial needs/impact, let drivers do same.
As a show of good faith: I'd gladly pay $100/year!

This summer after picking up garbage strewn out back of the shop one morning, when I later saw crows perched on the fence, I told them to scram, but the mechanics said Danny feeds them. They looked at me like, "right, lady". They were so fat they could be mistaken for ravens.
