You can order from a manufacturer, but it must be shipped to a Federal Firearms Licensed dealer who will then do a 4473 form record of the transfer and a NICS background check. There's no getting around that.

1. Home defense. Most home invasions of occupied homes are done by multiple criminals. 30 rounds is a hell of an equalizer.
2. Pest control in rural areas; ranchers and farmers use them for wolf, coyote and hog control.

He went to assist with cleanup and watch over the as yet unburned businesses...and only upon being separated from the group he was with was he attacked and then forced to defend himself. That's not vigilantism.
