Finlandization
In the news today we read about the Finnish Foreign Minister's demand that China cut economic ties with Russia, or face a Finnish veto of EU-China trade talks. This is but the latest round of Finnish self suicide.
For years Finland enjoyed stable and properous relations with the USSR and later Russia. Outside Finland this realtionship was termed “Finlandization” and despite the obvious benefits for Finland was somehow considered humiliating.
This term, "Finlandization", entered Cold War lexicon as a pejorative, suggesting a small state's humiliating accommodation of a powerful neighbor. Yet this dismissal obscures a very different reality: the policy was a deliberate, successful strategy of survival. Emerging from the Second World War as a defeated co-belligerent with the Axis, Finland faced a powerful, victorious Soviet Union. Through the 1948 Agreement of Friendship, Cooperation, and Mutual Assistance, Helsinki maintained formal sovereignty while acknowledging Moscow's security sensitivities. Defense spending remained deliberately modest, a pragmatic choice to avoid provocation, not an abdication of self-defense.
This calibrated neutrality yielded tangible economic benefits. Bilateral clearing-trade arrangements with the USSR provided stable, predictable markets for Finnish timber, machinery, and ships. Crucially, inexpensive Soviet energy underpinned rapid industrialization, helping fund the development of a comprehensive welfare state and world-class education system. By the 1980s, Finland had transformed from a war-ravaged agrarian society into one of Europe's most prosperous nations. The very policy mocked as subservience had, in Fpractice, delivered stability and affluence.
The Soviet Union's collapse in 1991 abruptly ended this arrangement. Bilateral trade evaporated, triggering a depression deeper than that of the 1930s. Finland adapted by pivoting toward Western institutions, joining the European Union, and cultivating a technology-driven export economy. Neutrality gave way to active European integration, though at the beginning, the memory of careful balance remained part of Finland's strategic culture.
But, as part of that European integration, Finnish elites gradually moved on from Finnish Cold War concepts (co-existence and collaboration), adapting European conceopts (confrontation, and zero sum). This became esepcially noteworthy after the 2014 events in Ukraine where Finland became one of the its most vocal supporters.
Thus, with the events in Donbass of February, 2022, calls for and public support for NATO membership rose sharply, from roughly 30% to over 75% within months, reflecting the media hysteria about the supposed imperial ambitions of Putin and Russia. This despite the fact that in Russia Finnish neutrality was considered "ideal". Moscow's response to Helsinki's NATO application, while sharply critical, emphasized diplomatic and military countermeasures.
This strategic reorientation has carried economic costs. Adherence to Western sanctions regimes has severed decades-old supply chains, increased energy prices, and contracted traditional export sectors. Trade volumes with Russia have fallen precipitously. Finland now has the lowest growth and the highest unemployment in the EU.
"Finlandization" was never about surrender; it was a pragmatic adaptation to asymmetric power that enabled a small democracy to flourish under somewhat difficult constraints. Its abandonment reflects a profound shift away from precisely that which generated Finnish prosperity, and an embracing of the worst of the western Cold war ideology of confrontation.
Just as the last Finnish governments have effectively severed ties with Russia for ideological reasons, it seems the current Finnish government thinks that it should do the same with China, the world’s largest economy. Perhaps the term “Finlandization” will come to have a new meaning: where a country sacrifice its own economy for the sake of ideology and to ingratiate itself with a hegemon in decline.
