Under the amended Rules on Evidence, when the document being offered is a photocopy (duplicate), the proponent is no longer required to establish the exceptions to the Original Document Rule, such as proving that the original has been lost or destroyed. Neither is the proponent required, as a general rule, to produce the original document. This is because a photocopy is admissible to the same extent as the original.

Thus, for evidentiary purposes, a photocopy is treated as equivalent to the original unless: (1) a genuine question is raised regarding the authenticity of the original; or (2) under the circumstances, it would be unjust or inequitable to admit the duplicate in lieu of the original.

Accordingly, the default rule under the amended Rules on Evidence is that a duplicate (photocopy) is admissible to the same extent as the original, subject only to these two exceptions.

The country is run by buffoons.

The oil deregulation law allowed the industry to grow by opening up monopolies to competition.

Outside of the Metro, small operators have been able to open up in far-flung areas to bring fuel services to neglected towns and barrios.

Pricing competition has allowed consumers to decide where they want to buy gasoline/diesel. Big companies spend on marketing to justify higher prices, while small operators provide no-frills services at lower prices.

That’s how it should be.

The government, instead of thinking it can do a better job providing fuel services to motorists, should find ways to mitigate the impact of energy shocks that will come once every few years.

Anyone telling you that repealing deregulation will solve the country’s fuel problems is a liar, an idiot, or both.

I'd rather we leave it up to the Filipino public to choose their leaders (and suffer the consequences of bad choices, if need be). That is, ultimately, the best way of learning in the long run.
