The Creation of the Servant’s Actions.
ِسْمِ اللهِ الرَّحْمٰنِ الرَّحِيمِ
The issue of whether Allāh wills and creates the actions of His servants is not a speculative side issue in theology. It is from the clear and decisive matters established by the Qurʾān.
Allāh says:
“And you do not will unless Allāh wills.” (76:30)
“And Allāh created you and what you do.” (37:96)
“Allāh is the Creator of everything.” (39:62)
“Had your Lord willed, they would not have done it.” (6:112)
The meaning of these verses is explicit, general, and repeated throughout the Qurʾān. They affirm that all things fall under the will, creation, decree, and dominion of Allāh ﷻ.
To claim that the servants originate their actions independently outside the will and creation of Allāh is not merely a blunder, it compromises Tawḥīd itself.
Origination (ibdāʿ), creation (khalq), and determination (taqdīr) are from the exclusive acts of Allāh. To attribute independent determination or origination to other than Him is to establish a partner alongside Him in what is uniquely His.
This is why the early scholars spoke so severely regarding the extreme Qadariyyah. The issue is not simply “free will,” but whether there exists in creation a creator besides Allāh.
The matter is therefore qaṭʿī in its foundation, established by clear texts, even if scholars differed regarding particular rulings upon specific individuals.

In *Al-Intiqa*, Imam Ibn Abd al-Barr al-Maliki al-Qurtubi, while documenting the biographies of the students of Imam Malik, mentions:
**"Abd al-Malik ibn Abd al-Aziz ibn Abd Allah ibn Abi Salamah al-Majishun,**
, and his hadith are recorded in both *Sahih al-Bukhari* and *Sahih Muslim*. He permitted listening to music and playing the oud.”
