I have stood firmly with the students and their movement from the very beginning. Their fight is not just for justice in the NEET scam- It is a fight to protect the future of every young Indian.

The brutal crackdown by the Delhi Police on peaceful protesters is deeply disturbing and utterly unacceptable. Students were mercilessly beaten, lathi-charged, fired upon with pellet guns and subjected to tear gas simply for demanding accountability.

So fearful is the Union Government of a peaceful democratic movement that it reportedly suspended internet services in and around Jantar Mantar and invoked the draconian National Security Act (NSA) to carry out preventive detentions of students- The very future of our nation.

The Prime Minister speaks of zero tolerance towards corruption and promises strict accountability. Yet, only yesterday, the CBI stated that it found no evidence against the alleged kingpin in the 2024 NEET paper leak case. If those accused of destroying the future of lakhs of students continue to escape accountability, who is the government really protecting? Why is it so desperate to shield the Education Minister instead of answering the questions being raised by students across the country?

The entire Opposition, along with the entire nation, stands firmly with our students and youth. I salute every young Indian for their indomitable spirit, unwavering courage, and refusal to bow before lathis, intimidation or the abuse of state power.

The police atrocities on our youth in Delhi is unacceptable. Shame on the Union government. The All India Trinamool Congress fully supports the sit-down protest by the Opposition today near Akbar Road. Our full solidarity.

There were also police atrocities in Kolkata all through last night. BJP goons did all could they could to disrupt preparations for our Martyrs' Day programme. They arrived on motorcycle squads, destroyed signage, vandalised the stage and deliberately cut microphone wires. Many youth were threatened and injured by these goons.

Inspite of all this, our Martyrs' Day program today in Kolkata was very special, supported by our committed grassroots workers and people from across Bengal. We pledge to unitedly fight the atrocities and dictatorial attitude of the BJP.

Today, with immense humility and a heart filled with gratitude, I took oath as the Chief Minister of Karnataka at Lok Bhavan. This moment belongs not to me alone, but to the people of Karnataka and the lakhs of dedicated karyakartas whose affection, trust and unwavering faith have guided me through every challenge and every milestone of my journey. Through every high and low, they were my strength and my inspiration. I bow my head in gratitude to each and every one of you who believed in me and stood by me.

As I assume this responsibility, I am deeply conscious that it is far more than a constitutional office. It is a sacred trust placed in me by the people of our state. On my shoulders rests the responsibility of working tirelessly to fulfil the hopes, aspirations and dreams of crores of Kannadigas. I remain forever grateful to my seniors, mentors and all those who guided me, encouraged me and gave me the strength to persevere.

Karnataka has always been a land of opportunity, innovation and progress. ২৬ মে বিশ্বজুড়ে আন্তর্জাতিক হকার দিবসে আমার খেটে খাওয়া হকার ভাই বোনেদের জানাই অভিনন্দন। তার সাথে তাঁদের জানাই সমবেদনা। যেভাবে পশ্চিমবঙ্গে ক্ষমতায় এসেই বিজেপি সরকার হকারদের উপর অত্যাচার চালাচ্ছে, উচ্ছেদ করছে, তাদের দোকান ভেঙে দিচ্ছে, তাদের চোখের জলকে তোয়াক্কা না করে তাদের পথে বসাচ্ছে সেটা দেখে আমি বিস্মিত, ক্রুদ���ধ, মর্মাহত। অত্যাচারীরা এর জবাব নিশ্চয়ই পাবে। আপনাদের পাশে ছিলাম, আছি, থাকবো।

পথচলতি বিক্রেতা, হকার এবং অনানুষ্ঠানিক ক্ষেত্রের ক্ষুদ্র ব��যবসায়ীরা যেভাবে স্থানীয় অর্থনীতির মেরুদণ্ড হিসেবে কাজ করেন, এই দিনটি মূলত তাঁদের সেই অবদানকে স্বীকৃতি জানানোর জন্য উৎসর্গীকৃত।

হকার অর্থনীতির বাস্তব চিত্র
রাস্তার হকাররা হলেন একেবারে তৃণমূল স্তরের অর্থনীতির প্রতীক। তাঁরা একদিকে যেমন বড় মাপের উৎপাদন ব্যবস্থার সাথে সাধারণ মানুষের দৈনিক চাহিদার যোগসূত্র তৈরি করেন, অন্যদিকে ঠিক তেমনই অত্যন্ত সুলভ মূল্যে জরুরি পণ্যসামগ্রী মান���ষের দোরগোড়ায় পৌঁছে দেন। তবে এই ব্যবস্থার টিকে থাকা এবং নগর পরিকল্পনার মধ্যে সবসময়ই একটি সূক্ষ্ম ভারসাম্য বজায় রাখতে হয়:

অর্থনৈতিক অবদান: উন্নয়নশীল দেশগুলির কর্মসংস্থানে এই অনানুষ্ঠানিক ক্ষেত্রটির ভূমিকা অপরিসীম। হকাররা লাখ লাখ মানুষের স্বনির্ভরতার ��থ তৈরি করেন, যার ফলে বহু নিম্নবিত্ত পরিবার কর্পোরেট বা সরকারি চাকরির ওপর নির্ভর না করেই জীবিকা নির্বাহ করতে পারে।

পথচারী ও স্থায়ী দোকানদারদের অধিকার রক্ষা করার পাশাপাশি হকারদের রুটি-রুজি —এই দুইয়ের মধ্যে ভারসাম্য বজায় রাখতে ভারতে ‘স্ট্রিট ভেন্ডর (সুরক্ষা ও নিয়মকানুন) আইন, ২০১৪’ (Street Vendors Act, 2014) পাস হয়েছিল, যাতে যানজট এড়ানো যায় আবার হকারদের আকস্মিক উচ্ছেদ থেকে সুরক্ষা দেওয়া যায়।

একটি আদর্শ ও সুপরিকল্পিত শহরের লক্ষ্য হকার উচ্ছেদ করা নয়, বরং তাঁদের শহর ব্যবস্থার অঙ্গ করে নেওয়া। হকারদের জন্য সুশৃঙ্খল ও পরিকাঠামোযুক্ত পুর-বাজারের ব্যবস্থা করা গেলে পথচারীদের নিরাপত্তাও বিঘ্নিত হয় না, আবার শহরের প্রাণবন্ত ক্ষুদ্র-অর্থনীতিও সচল থাকে।

মাননীয় সুপ্রিম কোর্ট বিভিন্ন ঐতি��াসিক রায়ের মাধ্যমে হকারদের অধিকারকে আইনি স্বীকৃতি ও সুনির্দিষ্ট রূপ দিয়েছেন। গত কয়েক দশক ধরে শীর্ষ আদালতকে সংবিধানের ১৯(১)(ছ) অনুচ্ছেদ [Article 19(1)(g)] অনুযায়ী হকারদের স্বাধীনভাবে ব্যবসা বা জীবিকা অর্জনের মৌলিক অধিকার এবং জনসাধারণের পরিষ্কার ও নিরাপদ রাস্তায় চলাচলের অধিকারের মধ্যে ভারসাম্য বজায় রাখতে হয়েছে।
যেমন,

১. বোম্বে হকার্স ইউনিয়ন বনাম বোম্বে মিউনিসিপ্যাল কর্পোরেশন (১৯৮৫)
রাস্তার হকিং বা হকার ব্যবস্থা নিয়ে পদ্ধতিগতভাবে আলোচনা করা প্রথম দিকের অন্যতম গুরুত্বপূর্ণ মামলা এটি। সুপ্রিম কোর্ট স্বীকার করে যে হকারদের জীবিকা নির্বাহের অধিকার রয়েছে, তবে জনস্বার্থ ও যাতায়াতের সুবিধার কথা মাথায় রেখে এই অধিকারের ওপর 'যুক্তিযুক্ত নিষেধাজ্ঞা' জারি করা যেতে পারে।

২. সোদান সিং বনাম নিউ দিল্লি মিউনিসিপ্যাল কমিটি (১৯৮৯)
হকারদের সাংবিধানিক মর্যাদার ক্ষেত্রে এই রায়টিকে সবচেয়ে মৌলিক এবং ভিত্তিপ্রস্তর হিসেবে গণ্য করা হয়। সুপ্রিম কোর্ট অত্যন্ত স্পষ্টভাবে ফুটপাথের ব্যবসাকে মৌলিক অধিকারের সাথে যুক্ত করে।

৩. গেন্দা রাম বনাম মিউনিকিপাল কর্পোরেশন অফ দিল্লি (২০১০)
হকারদের সুরক্ষায় বর্তমান আধুনিক আইন প্রণয়নের পেছনে এই মামলাটিই ছিল সবচেয়ে বড় অনুঘটক। নির্দিষ্ট কোনো আইনি কাঠামো না থাকায় হকারদের যেভাবে ��ারবার স্থানীয় প্রশাসনের মর্জির ওপর নির্ভর করতে হতো এবং উচ্ছেদ বা তোলাবাজির শিকার হতে হতো, তা দেখে সুপ্রিম কোর্ট গভীর উদ্বেগ প্রকাশ করে।

ফলাফল: আদালতের এই স্পষ্ট ও বাধ্যতামূলক নির্দেশের ফলেই পরবর্তীকালে তৈরি হয় ‘স্ট্রিট ভেন্ডর (সুরক্ষা ও নিয়মকানুন) আইন, ২০১৪’ (Street Vendors Act, 2014)।

৪. মহারাষ্ট্র একতা হকার্স ইউনিয়ন বনাম মিউনিসিপ্যাল কর্পোরেশন অফ গ্রেটার মুম্বাই (২০১৩)
২০১৪ সালের কেন্দ্রীয�� আইনটি কার্যকর হওয়ার ঠিক আগে সুপ্রিম কোর্ট এই মামলার রায়ে গেন্দা রাম মামলার নির্দেশিকাকে পুনরায় পুনর্ব্যক্ত করে, যাতে অন্তর্বর্তীকালীন সময়ে ��কারদের সুরক্ষা দেওয়া যায়।

আদালতের আইনি অবস্থানের সারসংক্ষেপ
এই সমস্ত রায়ের মাধ্যমে সুপ্রিম কোর্ট একটি স্পষ্ট আইনি মতবাদ (Legal Doctrine) প্রতিষ্ঠা করেছে:

জীবিকার অধিকারকোনো সমীক্ষা বা বিকল্প ব্যবস্থার সুযোগ না দিয়ে আকস্মিক বা খামখেয়ালি উচ্ছেদ করা সংবিধানের ২১ অনুচ্ছেদ (জীবন ও জীবিকার অধিকার)-এর লঙ্ঘন। নিয়ন্ত্রণ ব্যবস্থাহকারদের অধিকার পরিচালনার দায়িত্ব টাউন ভেন্ডিং কমিটি (TVC)-র মত�� গণতান্ত্রিক ব্যবস্থার মাধ্যমে হতে হবে, যাতে নগর পরিকল্পনায় হকারদের নিজস্ব মতামত প্রতিফলিত হয়।

From homes to hawker stalls, the poor are paying the price of political arrogance. Bengal does not believe in bulldozer politics. The land of Tagore and Netaji cannot be ruled through fear, force, and demolition drives against ordinary citizens.

What we are witnessing today is an attack on the dignity of the people of Bengal- daily wage workers, street vendors, small shopkeepers, and struggling families who have built their lives brick by brick. The massive eviction drive around Howrah Station, the unrest and anger erupting on the streets of Tiljala and Park Circus, and the growing desperation among those suddenly stripped of shelter and livelihood expose a government more obsessed with optics than humanity.

A government that demolishes first and listens later has forgotten the very spirit of Bengal. Real progress is measured by how a state treats its weakest citizens, not by how quickly it can erase them.

Bulldozers cannot become the language of governance in a state built on culture, compassion, and resistance to oppression.
