Because the economy is in a crisis, the regime wants to tax everything the ordinary Ugandan uses but at the same time shielding their businesses or where they have a direct benefit from taxation. After failing to provide Mama kits to expectant mothers, they're now slapping a tax on daipers (oba ziyite pampa) - an everyday item the mothers use in the care for their babies and unfortunately giving tax waivers to gold exporters!
