Lawmakers say the decision reflects a growing awareness of how pets are treated, especially in rural regions where chaining has been a common practice for generations.
Supporters believe the ban will shield dogs from neglect, severe weather, and the physical damage that prolonged restraint can cause. They hope the new law will encourage owners to use safer enclosures, proper fencing, and more humane living arrangements.
Critics point out that enforcing the law could be difficult, particularly in remote areas where routine inspections are limited. Others say many owners will need time and financial help to move from chains to adequate kennels or fenced yards.
Even with these challenges, animal-rights advocates are celebrating the decision as a meaningful step forward. They see it as a win for compassion and a reflection of shifting attitudes about responsible animal care.

Then came Mana Srivate, a Thai rescuer with 26 years of experience — off duty, but driven by instinct and compassion. He knelt beside the lifeless calf and began performing CPR — elephant CPR.
