Today, Brig Gen Patrick Karuretwa, the Defence Spokesperson and Director General of International Military Cooperation delivered a lecture to members of Itorero Indangamirwa Cohort 16 at the Gabiro Military Training Centre in Gatsibo District focusing on strengthening Rwandan values, patriotism, leadership, and civic responsibility.
A 16th cohort of Itorero Indangamirwa is participating in a six-week training programme running from 1 July to 10 August at the Combat Training Centre Gabiro. Solidarity took centre stage as urban refugees celebrated #WorldRefugeeDay today in Kigali.
Through community work, dance and support for families in need with food and other essential items, refugees showed that everyone has something to give, even in difficult times.

Hier à Paris, c'était l'heure de vérité dans la course pour le poste de Secrétaire général de la Francophonie. L'audition des quatre candidats, par la 47ème session extraordinaire de la Conférence ministérielle de la Francophonie (CMF), a permis à chaque postulant de présenter, pendant 20 minutes, son parcours et sa vision, et de répondre, pendant 35 minutes, aux questions des ministres. Ceci était une première dans l'histoire de la Francophonie, qui a été permise par la réforme de la gouvernance de l'OIF opérée par la Secrétaire générale actuelle, Louise Mushikiwabo.
49 États membres, dont 23 ministres, étaient représentés à la CMF, y compris les Ministres des Affaires étrangères des quatre États ayant présenté des candidats (trois - Mauritanie, Roumanie et Rwanda - en présentiel, et une - RDC- en visioconférence).
À l'issue des auditions, deux conclusions se sont immédiatement imposées:
1) Les présentations de tous les candidats ont été faites dans un esprit très constructif. En effet, les trois femmes africaines et le gentleman européen ont pu dérouler leur programme, sans confrontation aucune entre pays ou candidats. Les même personnes ont d'ailleurs pu échanger, de façon cordiale et courtoise, lors de la réception organisée par le Président cambodgien de la CMF;
2) Un contraste saisissant a quand-même sauté aux yeux de tous; entre d'une part, l'expérience, la compétence et la maîtrise des dossiers de Louise Mushikiwabo, et, d'autre part, celles de ses trois compétiteurs. Mais cela n'enlève rien à l'ambition sincère que tous les candidats ont pu exprimer pour notre organisation commune.
La prochaine étape sera le 20ème Sommet de la Francophonie, qui aura lieu à Phnom Penh au Cambodge les 15-16 Novembre 2026, au cours duquel les Chefs d'État et de Gouvernement vont, sur recommendation de leurs ministres, élire ou réélire le/la Secrétaire général(e) de la Francophonie.

Delivering his remarks, Minister Maj. Gen. (Rtd) Albert MURASIRA reiterated the importance of collective action in improving refugee livelihoods and advancing their journey toward self-reliance. He highlighted the Refugee Sustainable Graduation Strategy (2025–2030), developed by the Government of Rwanda, @RefugeesRwanda, and partners, as a transformative roadmap toward sustainable refugee inclusion.
The Minister, reaffirmed the Government's ambition that, within the next five years, at least 50% of refugee households will transition from dependence on humanitarian assistance to economic self-reliance. He also commended private sector actors already supporting refugee inclusion in Rwanda and called on more businesses to join this important national endeavour.
Reflecting on the global theme, "Until Everyone Is Safe," Minister Maj. Gen. (Rtd) Albert MURASIRA emphasized that protecting refugees is only the first step. He stressed the need to create opportunities for refugees to rebuild their lives with dignity, achieve self-reliance, and contribute meaningfully to their host communities.

Today, the Ministry in charge of Emergency Management (MINEMA), in collaboration with @RefugeesRwanda, convened the Dialogue on Refugee Economic Empowerment and Self-Reliance, organized in commemoration of the World Refugee Day 2026.
The event brought together Government officials, UN agencies, diplomatic community, development partners, the private sector, refugees, and civil society to discuss how partnerships particularly with Rwanda's private sector can advance refugee economic empowerment, strengthen self-reliance, and deliver sustainable solutions.
The World Refugee Day, observed annually, is organized to recognize the courage, resilience and contributions of refugees as well as the communities that host them. It is also a moment to reaffirm the world’s shared responsibility to protect people forced to flee and to support solutions that uphold everyone’s dignity, rights and well-being.

Today, MINEMA conducted a Workplace Wellness training for staff to strengthen institutional capacity in implementing the Workplace Wellness Programme. The training covered Occupational Safety and Health (OSH), Mental Health, Non-Communicable Diseases (NCDs), and practical First Aid through sessions facilitated by @RwandaLabour and @RBCRwanda.
During the training, PS @NgogaAristarque emphasized that a healthy, safe and resilient workforce is essential to effective public service delivery and emergency management. The initiative responds to growing workplace health challenges, including occupational injuries, mental health conditions and non-communicable diseases.
I often see some people outside Rwanda saying, “Why do Rwandans defend their government?”
We don’t defend our government! We defend ourselves, as we are part of the government.
Are you surprised?
In Rwanda, we come together to decide the country’s agenda. Yes, we are part of the process.
Rwandan governance is bottom-up (decentralization); we are part of the government.
We work as a community: doing community service every month together as a country, electing our leaders democratically and so on.
Also things work in Rwanda.
It takes a Rwandese two days to get his/her passport, a 15-minute walk to a government sectoral hospital, and nine years of basic education is free. Health insurance costs less than $5 a year and for poor families is free. The Rwanda National Police is ranked second-best police force in Africa. The list goes on.
Mind you, we are still a developing country, meaning we still have financial challenges, but every sector has at least a plan for moving forward and covering the gaps.
This is how u know Rwanda works, when electricity is gone, u will see posts on X asking Rwanda Energy Group why there’s no electricity in this area and they respond straight away! To Rwandese, it’s normal to hold institutions accountable.
This is President Paul Kagame’s philosophy and we go along with it and we love it.
