To begin with, you suggest there are signs of economic recovery, citing renewed construction activity, better-stocked shelves, and a recovering oil sector. None of this reflects the reality on the ground. Microeconomic and social indicators demonstrate that Venezuelans remain in a state of extreme vulnerability, which explains why forced migration continues to grow.
Regarding the oil industry, you fail to mention that production barely hovers around one million barrels per day—far below the three and a half million produced in 1998. You also omit that the destruction of PDVSA was carried out, to a large extent, under Delcy Rodríguez’s leadership during her years overseeing the sector. Likewise, you ignore what the *Wall Street Journal* recently reported: major U.S. energy companies remain unwilling to make large-scale investments because they understand that the Chavista tyranny offers neither legal certainty nor the confidence required for long-term investment.
Describing Delcy Rodríguez as a "technocrat" is a serious analytical mistake. She is, just like her brother, a radical operative of the regime. Her administrative incompetence was laid bare after the double earthquake, an event during which the Venezuelan state effectively collapsed. According to reports from organizations such as Transparencia Venezuela, during the first 24 hours following the catastrophe, the state apparatus deployed barely 12.6% of its maximum response capacity, reaching only 34.6% after 48 hours and not attaining full deployment until eighteen days later, long after the critical rescue window had closed.
Behind that façade of supposed moderation lies a strategy of tactical survival. By cultivating a more institutional image, she seeks to buy time and give the de facto regime political breathing room, despite the profound rejection of a population that longs for the end of this criminal, kleptocratic, and failed system. Delcy Rodríguez was a key figure in the repressive apparatus, which included overseeing torture centers such as El Helicoide. Hopefully, international journalism will not allow itself to be deceived by this carefully crafted image.
Regarding her family background, the report states that her father was killed by security forces in 1976—a condemnable fact—but omits the broader historical and political context: he was a guerrilla leader involved in the kidnapping of foreign citizens, including William Niehous. The article also glosses over the fact that his crimes were investigated and prosecuted under a democratic system, unlike the crimes against humanity committed by Chavism over the past 27 years, which continue to enjoy absolute impunity.
As for the so-called "amnesty law," the claim that "9,000 people were released" is misleading. These were releases under arbitrary judicial restrictions and the precarious regularization of individuals who remain under the regime’s judicial control. Today, Venezuela still holds nearly 500 political prisoners, many of whom have been subjected to systematic torture, while their families have now spent more than 200 consecutive nights holding vigil outside the prisons. This human and legal reality was largely ignored.
Finally, regarding Venezuela’s democratic prospects, it is evident that neither Delcy nor Jorge Rodríguez intend to allow a genuine democratic transition. Their tactical objective is to weather the current political cycle and eventually restore the patterns of domination they have maintained for nearly three decades. They share the same ideological foundation and govern through the same model of power established by Hugo Chávez and Nicolás Maduro; only their corporate manners have changed. I hope that @marcorubio and the broader international leadership remain fully aware that the only viable path to regional stability is a genuine democratic transition, without concessions to authoritarianism.
