Unlike the UK, Japan doesn’t have the luxury of a language spoken by people all around the world. Finland's in a similar situation, meaning it's been necessary to address problems much earlier.

Need shift & salary pay to make homecare comparable to almost any other job. Shop workers don't only get paid when they're talking to customers.
@DavidJ_Brindle@Helen_Whately@CommonsHealth @PaulBlomfieldMP It was good that @Helen_Whately acknowledged that it isn't just about travel time. Workers have a lot of unpaid down time. Even complying with NMW wouldn't fully solve the problem as HMRC only require that gaps of <30 minutes are paid.

The level of fragmentation in the UK is a huge problem for multiple reasons. Care assessment & brokerage practices also play a key big role. Co-production approaches used in, e.g. Finland, would help.
