Is it one Club and all players registered and can play for either 1st or 2nds, or are they two separate Clubs and players have to transfer/permit on a weekly basis ?

Disappointed to see so many Clubs abuse the permit system by bringing in stronger boys for key games.
Those running 2nd XVs will turn to them boys, not to 1st XV players in 1-2 Leagues above.
Suggestion: for every 5 permits in a season, Sanction -1 league point.
