Yes deeply flawed but widely held delusions. Need to stop framing as competition vs cooperation. China's strategic ambitions are to push US out Asia and become regional hegemon, then reshape and lead the global order. That's not "competition", its warfare.

@gjb70 That's why I had to read it three times. Frankly, it's mind-boggling especially given the DCP's strictures about procurement decisions not having to aim for 100% when 80% capability would suffice in order to actually get the kit into service.
